English to Spanish translation of "Empower" (the people to...)?

I've tried using an English/Spanish dictionary, and the word I got that I couldn't exclude on my own knowledge was "facultar." Got my composition back, and it was wrong of course. I've tried using the thesaurus for different English words to try to translate, but nothing sounds right...



The context is "no fue para ________ a la gente" as in "the purpose was not to empower the people."

It means facultar, but also



autorizar, comisionar, dar poder, habilitar, permitir;

poner en condiciones de (hacer una cosa)



I would use dar poder or autorizar.

yepp empoderar (with an "m") = apoderar

is to give power to somebody to represent you (legally).
